Building official cites incomplete 2024 codification, raises enforcement questions on vacant-building registry

John Harrison, the city’s building official, briefed the council on several code and property-enforcement topics, saying the city remains on the 2015 code because the 2024 codification is not yet complete.
"The new codification that takes us up to 2024 is not complete," Harrison said, and staff are awaiting final approval from Iowa Codification. He reported that the codification process normally takes about a year but has taken roughly 18 months in this cycle. Harrison also raised enforcement questions about the proposed Vacant Building Registry and said paperwork submissions would be expected within 30 days after a grace period.
Harrison noted two properties on 6th Street had been contacted about cleanup and roof maintenance and that staff had issued proper notifications. The council did not vote on the registry at the July 7 meeting and asked staff to research enforcement procedures and potential fee structures before returning with recommendations.
