County hires Civitas Consulting for $51,500 to craft HUD Consolidated Plan

Lorain County commissioners approved a professional services contract March 13 with Civitas Consulting, LLC to prepare a five-year Consolidated Plan, Analysis of Impediments to Fair Housing Choice and application materials needed to secure Urban County designation from HUD.
Garvin Carrington-Matthews summarized the RFP and selection process, noting the county received 10 responses and advanced four firms to interviews. "They chose this one out of the other 9 that were from across the United States," he said of the Civitas selection. The contract amount will not exceed $51,500 and the board adopted Resolution No. 26-159 to authorize execution.
County staff said the Consolidated Plan and related work will support the county's pursuit of direct HUD community development funds under an Urban County designation; the work includes public hearings, fair-housing analyses and reporting documents required for entitlement status.
