The Planning Commission approved an extension for the design-review approval at 105 Golden Gate Avenue and attached conditions intended to stabilize a long-standing unpermitted retaining wall.
Staff outlined the property's history of unpermitted work and recommended amendments that prioritize stabilizing the retaining wall. Project architect Sean Bailey said the current submittal focuses on remedial work and pledged to address outstanding items in the residential building report. Neighbors said the wall has been noncompliant for years; one neighbor said, "We've been 6 years with a structure that is not compliant with any of Belvedere's codes."
In response, commissioners required the applicant to obtain a building permit for the retaining-wall work by July 2, 2026, and required planting four Coast Live Oaks for screening (locations to be determined by the applicant, with at least one required to address an identified visual gap). Staff had proposed a later date in the draft resolution, but the commission shortened the permit-submittal deadline during deliberations. The resolution includes a condition that, if the permit is not submitted by the deadline, the city may pursue nuisance abatement and other administrative remedies.
