Architects and the contractor described a larger‑than‑expected scope of structural work after subsurface investigation. "We have over 65 columns that needs to be added to strengthen the building so it can perform well during an earthquake," the project's architect said, explaining the need for columns, foundation doweling and diaphragm strengthening.
The design team said some foundation work will require cutting out perimeter floors and work from below; large columns will be dropped through openings in the roof and the roof must be replaced and anchored to current seismic standards when reinstalled. Staff noted the building has not been updated since the 1930s and that Division of the State Architect (DSA) thresholds triggered full code upgrades when costs exceed 50% of replacement value. Contractors warned the work is labor intensive (much handwork), includes costly electrical scope and will require careful sequencing, cranes on the exterior and attention to historic materials.
Board members asked follow‑up questions about how the foundation work will be staged, whether donated equipment could be used and how the team will mitigate fire and welding risks in a dry, historic structure. The design team said extensive investigative work reduced unknowns but that some contingencies are unavoidable.
