Commissioners reassign $81,041.91 in ARPA housing funds to Newcastle Mills Road project

County planning staff recommended reallocating $81,041.91 in leftover ARPA affordable-housing funds to the Mills Road housing project in Newcastle to cover engineering and utility-extension work. Commissioners approved the reallocation after staff confirmed that the original Volunteers of America project had sufficient funding and that Newcastle could accept the remaining balance.
Staff described the funds as targeted toward the parcel behind the existing Mills Road development and said the money will help with engineering, utility connections and a previously funded fire-hydrant relocation, enabling the town to move toward construction once utilities are in place. "The town of Newcastle is able to commit to spending these dollars that we have left in the amount of $81,041.91, and it'll go towards their Mills Road housing affordable housing project that they've already started," the planning presenter said.
Staff also said Newcastle is pursuing additional funding sources and that the county's remaining funds will be released to accelerate the utility work and engineering required before construction.
