The Committee of the Whole reported on CB-89-2024, a measure to strengthen rental licensing by allowing the department to require proof of license exemption, suspend licenses for violations, increase fines and permit administrative citations and hearings. Reina Hightower's committee report said the policy analysis found the bill would increase efficiency and create clearer enforcement tools.
Deputy Director Hinton explained that penalties for violations can range from $300 up to $5,000 under Maryland law, and the committee discussed whether to raise minimum penalties to better deter repeated offenders. The committee voted favorably 9-0 and the bill stands introduced.
