The council voted to award the Beach Road Stabilization Project construction contract to Gordon N. Ball Incorporated, the lowest responsive bidder, at $3,511,620. Staff said the bid exceeded the project estimate by roughly $310,000 and identified four CIP funding sources totaling $345,000 to cover the gap and maintain a construction contingency of about 11%.
Project staff outlined the proposed reallocations: $125,000 from Marin Measure AA allocations, $33,000 from the city road-impact fee fund for paving restoration, $172,000 from a retaining-wall repair CIP rollover, and $15,000 from a sidewalk-repair rollover. Tony, the public-works representative, noted that some permits — including BCDC and Army Corps approvals — and coordination with PG&E remain outstanding; if permits come through, construction could begin June 1 and run through the contractor's October 30 window.
