The council held a public hearing and approved an interim update to the city's user and regulatory fee schedule to take effect July 1, 2026. Staff presented routine inflationary adjustments using the regional annual Consumer Price Index and proposed a small set of new fees and clarifying changes; the majority of existing fees were adjusted by the 2.18% CPI figure.
Consultant Terry Madsen summarized the proposed interim changes and explained that three new fees are being added: a city tree-pruning request fee, a road-closure sign-placement fee, and a vehicle-release fee for police-impounded vehicles. Council also debated and agreed to limit the proposed long-term encroachment-permit categories (two-week, three-week, one-month) to avoid creating extended exclusive street use periods; the council approved the resolution with those modifications. "The annual change to CPI for this year ... is 2.18%," the consultant said when explaining the inflationary update.
