Residents who spoke in support emphasized the project's complexity. Tom Price, a neighbor, told council: "This is the most complex project I've ever been involved with," and urged careful oversight. Council approved the contract by motion after discussing monthly updates, a public flowchart for outstanding items, and coordinating the coordinator's role with the Belvedere Lagoon Property Owners Association.
