County council reallocates $1 million to ‘Pathways to Purchase’ first-time buyer program

The Prince George's County Council on Oct. 15 adopted CR-72-2024, which adds the Pathways to Purchase program to the county's FY2025 Annual Action Plan and reallocates $1,000,000 in HOME Investment Partnerships Program funds to support down-payment and homeownership assistance for income‑eligible first‑time buyers. Raina Hightower told the council the measure aligns with the county's Plan 2035 goals to prioritize affordable housing and homeownership assistance.
"The pathway to purchase program assists income eligible 1st time home buyers in purchasing eligible residential properties by providing homeownership assistance," Hightower said during the committee report. The committee of the whole had recommended the resolution favorably, and the council adopted the measure on a roll call vote reported as 9-0.
The resolution sponsors include Council Members Ivy, Orieta and Hawkins, and the item was advanced with a committee report noting prior public hearings. The action directs the reprogramming of HOME funds that were previously identified in earlier plans, and staff indicated the program will be deployed in partnership with the county's redevelopment authority. Council procedural action: motion to adopt by Vice Chair Harrison, second by Council Member Orieta; roll call carried 9-0.
