The Lebanon City Council voted to table payment of the remaining $44,251.60 due to Here Plumbing for the Hunter Street lift-station project to allow staff to review the numbers.
Water/committee members told the council Matt (speaker 7) had been on vacation and asked for time to audit the figures before releasing payment. Speaker 5 moved to table the payment to the next meeting and the motion carried on roll call with affirmative votes from members present.
Separately, the council debated a committee recommendation to amend the TWN contract to add a construction-observation role at an estimated fee of $27,000. Matt (speaker 7) explained the purpose: "An engineering firm observing a construction project does not transfer all liability to them. They're basically coming out... making sure the project's put in to their specifications." He emphasized observation is on-site verification, not an insurance policy.
Council members expressed support for oversight to reduce future installation issues, with at least one commenter saying such observation might have prevented earlier problems on a separate Sunset Street project. The council did not immediately approve the $27,000 line item during the open session; discussion and the tabling of the payment were the immediate outcomes.
