The Hays City Council appointed Hannah Baloo to fill a vacant council seat after hearing three-minute presentations from both candidates. Council members moved, seconded and approved the appointment, then administered the oath and completed notarization on the documents.
Baloo, who served previously on the council from 2021 to 2023, told the council she had organized neighbors and attended meetings before seeking office: "I served, from 2021 to 2023." A council member moved to elect Baloo and the motion carried; the council then conducted a brief swearing-in ceremony with a notary on hand.
The appointment followed an application process that produced two letters of interest. The council said it hopes to maintain continuity and asked new appointee Baloo to participate in upcoming agenda follow-ups and projects now that the council is fully seated.
