Board renews Olive Grove charter, ratifies MOU with oversight provisions

The Santa Maria Joint Union High School District board voted to renew Olive Grove Charter School's petition and ratified an operational memorandum of understanding laying out oversight expectations.
District staff summarized the renewal process and staff report, noting the petition was submitted July 30, 2025, and the district reviewed the petition and published findings on Oct. 20, 2025. Staff referenced Education Code section 47605 governing charter renewals and said the district used multiple site visits and document review as part of its evaluation. Olive Grove Superintendent Meg Bridal addressed the board and said the charter is committed to transparency and partnership: "I humbly ask for your approval of our charter renewal petition," Bridal said.
The public hearing drew no public speakers on the petition, and trustees moved and approved the renewal by roll call. Counsel and staff said they also reviewed public records from the State Board; district counsel reported a prior litigation matter in the broader charter sector that appeared related to in-lieu property tax payments, but said staff and the district's review did not find unresolved litigation issues for Olive Grove at this time. Board members asked about facility impacts and were told Olive Grove plans to remain in its existing Orcutt leased facility and does not anticipate needing district facilities; the MOU includes a fee schedule for facility use should that change.
After granting renewal, the board ratified the negotiated MOU, which staff said includes continuous fiscal and academic monitoring, an independent review team for academic reporting, and coaching supports for Olive Grove to address state performance measures. Trustees voted to ratify the MOU by roll call as presented.
