Council updates stormwater code to narrow "exempt" impervious area and set measurable sump-pump rules

The Oak Creek Common Council adopted two related stormwater ordinances July 21 aimed at clarifying how the city calculates stormwater user charges and how homeowners may discharge roof and sump-pump flows. City engineering staff told the council the revised customer-classification language will exclude only the exempt impervious areas (for example a public trail) rather than treating an entire parcel as exempt because a trail crosses it; remaining impervious areas would be included in charge calculations.
Engineer Matt Sullivan said the code changes also allow the city to process reimbursements within the same year in cases where the city made an error in billing. On disposal rules, Sullivan said the rewritten language creates a measurable enforcement standard for roof and sump-pump discharge (a minimum 5-foot clearance or 50% of the building-to-property-line distance, whichever is greater) to reduce ambiguity. The council adopted both ordinances by roll call.
