Resident alleges harassment by council member, raises concerns about dump operator's conduct

Henry Hastig told the Town of Plevna council that a fellow town council member has repeatedly followed and approached him and his wife and that he has begun recording the behavior and will involve law enforcement if the conduct continues. "If the individual comes onto my property, trespassing charges will be filed," Hastig said during the public-comment period.

Hastig also raised operational complaints about the town dump: he said items he paid to dispose of were struck by the blade operator while the operator was blading the alley and alleged, "it seems like a very serious case of nepotism" because the operator is "too drunk to get out of his vehicle to do the job" and is frequently seen smoking on duty. Mayor Gary Thielen responded in the meeting that the matter "is being dealt with," and Councilwoman Promise Miller said she had discussed the situation with both parties and offered to be a point of contact to address the concerns, noting some conversations could not be held in open session.

The council did not take immediate disciplinary action during the meeting. Miller told Hastig she would follow up and encouraged any party with a specific complaint to provide details so the council can respond. The next procedural steps, according to comments at the meeting, are for involved council members and staff to continue private discussions and for Hastig to be contacted with any formal notices or findings.
