Redding council approves consolidating Nov. 4 special election with statewide vote, authorizes $10,000 for clerk

The Redding City Council voted unanimously to approve a resolution consolidating the city’s Nov. 4, 2025 special municipal election with the statewide special election and authorized a $10,000 allocation to the city clerk’s office for election administration.

Ms. Tipton, the city’s elections official, told the council that Senate Bill 280 authorizes consolidation and that doing so "would minimize costs, maximize voter participation, reduce voter confusion and comply with state election law." She said the ballot measure under consideration would impose a 1% sales and use tax in the City of Redding, with proceeds dedicated to public safety, infrastructure and parks.

Council member Littall asked whether the $10,000 for the clerk’s office was money the clerk’s office would have spent regardless of consolidation. Staff responded that the amount would help the clerk navigate a citizen-driven initiative — the first of its kind for the city — and that the larger $30,000 request for the city attorney’s office was hypothetical and might not be needed if the county proceeds as expected.

Littall moved to approve the consolidation resolution and to authorize the $10,000 allocation to the clerk’s office; Mayor Muns seconded. A roll-call vote recorded Dr. Danuka — Aye; Resner — Aye; Latagh — Aye; Mayor Muns — Yes; Council member Odette — absent. The motion passed 4-0.

The council instructed staff to proceed with documentation for the mayor’s signature and noted the option to return with a mid-year budget cleanup if additional funds become necessary.
