Council committee backs adding funds to ‘Pathway to Purchase’ down‑payment program

County housing staff presented CR‑72 to add funds to the Pathway to Purchase down‑payment assistance program, which is administered by the Redevelopment Authority and delivered in partnership with the state. Director Cascoglia described recent program adjustments and reported 15 closings since February, with three additional purchases in progress.
"It's the county's down payment assistance program that we deploy in partnership with the redevelopment authority," Director Cascoglia said, noting the county is re‑examining internal processes to improve take‑up and coordination with the State of Maryland so recipients can combine state and county assistance. Staff recommended allocating additional funds to sustain the program’s growing pipeline.
The committee voted favorably on CR‑72 by roll call (10–0) after a motion by Vice Chair Harrison and a second by Councilmember Blaguey. Office of Law found no legal impediments to the resolution.
Staff said they will continue due diligence on program operations and partner roles before transmitting final recommendations to the full council for adoption.
