The committee moved favorable recommendations on CR‑76 and its related CR‑77 (a payment‑in‑lieu‑of‑taxes pilot agreement) in quick succession. Vice Chair Harrison made the motion on CR‑76 (seconded by Councilmember Fisher); the roll call showed the motion carried 9–0. The companion CR‑77 likewise carried 9–0 in committee.
Staff said the county executive sent a letter requesting favorable consideration and that no public comments were received by the clerk. The clerk noted the developer and the project's HUD/state financing team were present to answer questions.
