The resolution sets the maximum authorization at 3.683% times the district’s net tax capacity and estimates the authorization would raise approximately $3,000,000 for taxes first levied in 2025, payable in 2026; the board said the authorization would fund an estimated $30,000,000 in projects over a ten‑year period.
The resolution, introduced and moved for adoption during the meeting, directs the clerk and administration to complete the steps required by law: submit projects to the Minnesota Commissioner of Education for review and comment, notify county auditors and the Commissioner within statutory timelines, publish required notices, prepare absentee ballots and sample ballots, appoint a ballot board, and coordinate polling places and any shared election administration. The resolution notes that if projects do not receive a positive review and comment from the Commissioner, approval at the special election would require 60% of votes cast under Minnesota Statutes, Section 123B.63. The motion carried 7–0.
