Committee narrows EV parking mandate, moves zoning bill forward with lower installation thresholds and later start date

The committee considered CB67, a zoning bill proposing minimum parking spaces with electric‑vehicle charging infrastructure for new multifamily and commercial developments. Planner Irving presented a package of amendments that removed the 'EV capable' category, narrowed the bill's applicable uses (removing retail and shopping centers), and changed implementation timing from 2025 to 2027. The amendments set EV ready spaces at 10% and EVSE‑installed spaces at 5% for multifamily and other covered uses.

Environmental advocates urged stronger requirements. Janet Gingold of the Prince George's Sierra Club said reduced counts disappointed advocates and asked the council to align numbers with regional recommendations to ensure equitable access and public-health benefits. Business representatives (Maryland Retailers Alliance and the Restaurant Association of Maryland) told the committee they appreciated the changes that narrowed retail obligations but remain concerned about requiring chargers where they don't make operational sense.

After public comment the council voted to accept the amendments and report the bill favorable; the clerk recorded the motion carrying 8–0. Sponsors said the revisions aim to balance regional leadership on EV readiness with development feasibility and a phased timeline to 2027.

What happens next: CB67 will go to the full council with the adopted amendments; staff and planning department materials will be used to coordinate the technical definitions and enforcement points before final consideration.
