Committee approves noise-control amendments and vibration-measurement rulemaking

The committee voted to approve the proposed amendments and recommended the bill favorably as amended (motion carries 3-0).
Committee members asked staff to continue coordination on implementation timing and fiscal implications ahead of final introduction.
