Commissioners accept easement for Highlands Ranch Parkway reconstruction; new signal to serve senior center

Douglas County public works staff asked the board to accept a grant of easement from the Highlands Ranch Metropolitan District for traffic-signal improvements tied to the Highlands Ranch Parkway reconstruction project (project CI2026-005). Staff described an approximately 7.5-foot by 100-foot easement needed to install a new traffic signal at the senior center and updates to another nearby signal.
"The installation of the new signal at the senior center requires a small, approximately 7.5 foot wide by 100 foot long easement," said George Zander of Public Works, describing reconstruction work that replaces roadway and sidewalk sections, builds raised medians and updates pedestrian ramps. Amy Strathopoulos added the project began June 8, shifted to phase 2 recently, and that the contractor is meeting schedule targets; staff expect signal equipment installation in early to mid-September and an early-October project completion.
Commissioners noted the project's long gestation on a corridor built in the early 1980s and stressed the benefit for pedestrian safety and mobility near the senior center. A commissioner moved and seconded acceptance of the grant of easement; the motion passed unanimously by voice vote.
