Town manager Oakes proposed an amendment to the town's personnel policy to increase the accrual cap for exempt employees' professional leave (comp time) from 40 to 80 hours. He said exempt employees often work events and deadline‑driven projects that push them past the current cap and cause forfeiture of accrued time.
Oakes said HR had been consulted and the change would apply only to exempt employees; non‑exempt employees remain governed by federal Fair Labor Standards Act caps. A commissioner asked about fiscal impact; staff said an exact dollar figure was not in hand but did not expect a large cost because professional leave is not paid out on separation and usage varies. The board moved and approved the amendment by voice vote.
Supporters said the change provides flexibility around peak events such as Dogwood Festival and other seasonal demands; staff will monitor accruals and report any significant cost impacts.
