STV presented a financial snapshot showing the effect of recent value-engineering and ongoing change items on the project's owner contingency.
"Your owner contingency balance is trending at only $216,000," the consultant reported, adding that the PCO log shows roughly $400,000 in potential change orders before offsets and value-engineering. The consultant listed several placeholder items: eight propane tanks at $5,000 each (about $40,000), $20,000 for piping between tanks and building, a $2,400 water storage tank and a $76,000 allowance for an in-building radio amplification (BDA) system.
Staff noted the geotechnical finding that fractured shale below the addition may require crushed stone under foundations; a placeholder of about $50,000 is in the log pending final testing and pricing. Committee members asked for tighter vetting before numbers hit decision tables and emphasized the need to refine the PCO tally.
