"There was real strong interest in an urban growth area swap," the planner said when reporting council survey results, and staff said council also expressed interest in exploring a local housing fund and land banking while showing little interest in MFTE and parking reductions.
Staff said a local housing fund would require clear oversight, spending criteria, and reporting to council; preservation or acquisition would likely be implemented in partnership with Housing Kitsap or nonprofits rather than the city acting as a direct landlord.
