County project staff said larger upgrades in the jail and some campus security projects were put on hold while the county undertakes a facilities condition assessment and a space-planning master plan. David Cripps said pausing certain investments reduces the risk of spending on assets that could be supplanted by a larger renovation or replacement.
"The jail air handling units is paused pending the facility condition assessment," Cripps said, adding that the county will evaluate whether to invest in renovations or pursue a replacement strategy. Commissioners asked about practical consequences of delaying projects and staff responded that the pauses were driven both by capacity to deliver projects and by a desire to inform multi-year planning with reliable assessments before committing large capital dollars.
