Ottawa County proposes $13.3M transfer from excess reserves to capital projects and strategic planning

County administrators asked the Ottawa County Board of Commissioners to reallocate $13,300,000 of excess general-fund balance into reserves for capital work and strategic planning. County Administrator Patrick Waterman presented the plan as a one-time use of excess funds intended to reduce a backlog of projects and provide a controlled glide path toward ongoing capital funding.
"So the proposal that Karen mentioned is to take the 13,300,000 that's currently a general fund, transfer it into the capital improvement fund," Waterman said at the Aug. 4 meeting. Under the proposal, $12,500,000 would become capital projects fund reserves and $800,000 would seed a new strategic planning fund. Staff said the approach is intended to allow the county to phase in a $5,000,000-per-year general fund contribution over time rather than immediately increasing the annual draw on operating taxes.
