City Manager John Whitsall (S3) told the Lucas City Council on Nov. 7 that staff has prepared a proposed format for a strategic planning session and recommended a Sunday facilities tour followed by a full-day Monday session to minimize staff disruption.
Councilmembers debated formats — a single all-day Monday, three consecutive evenings, or a Sunday/Monday pair — and emphasized the need for continuity in the work plan because topics such as the thoroughfare plan, transportation needs and the capital improvements program overlap. Whitsall said staff will circulate three Sunday-evening/Monday date pairs within the next two months and asked the council to respond; the mayor asked staff to provide those dates by next Wednesday.
