Waterway Boulevard paving nearly complete; AT&T utility move and SCDOT permit may delay final work

Staff reported that paving and multiuse path work on Waterway Boulevard is largely complete from 21st through 29th Avenues, with final preparation remaining in a reach around 31st and 32nd. Staff said drainage installation and force-main relocation are outstanding near Sparrow Drive and that an unexpected utility relocation by AT&T is preventing final progress until SCDOT permits are secured.
"AT and T still has to move some of their utilities ... we're waiting on the permit from S C dot so once they get that permit ... they'll immediately start working on it," staff said. Committee members discussed whether the city should request a crosswalk from SCDOT at 28th Avenue to provide safer access to the recreation center while crews are on site.
