Staff said the grant would reimburse or cover specific expenditures listed in exhibits to the grant: utility bills, production costs (sound and lighting), fencing and other items tied to events. The grant requires a closeout report to provide transparency on how funds were spent. Council discussed alternatives and whether a partial grant or a short-term bridge would suffice; staff said half a grant would not be sufficient to keep the auditorium open for four months. After discussion, the council approved the budget reallocation, grant agreement and lease amendment and authorized the mayor to execute the documents.
Council members emphasized the Civic's value to the community and pressed staff for a sustainable plan; staff said an ad hoc committee (to be selected Sept. 10) will examine long-term lease terms and operations.
