The council reviewed and approved a lease and purchase agreement with Shasta County for property located at 7251 East Side Road. Staff said the county intends to use the property to extend an alternative custody program and possibly site a new detention facility. The lease term is up to 30 years and includes a transfer provision: if the county meets specified milestones — approval of an environmental document, construction of a building to run the alternative custody program, and operation of the program for at least one year — the property may transfer to the county for $1.
Staff said the city would retain a right of first refusal for 20 years should the county wish to sell the property. HCD (Housing and Community Development) had been contacted for comment on an exempt surplus property resolution and staff said they had not yet received a response; they cautioned that the exempt-surplus-item process might require returning to council.
Public comments at the hearing were generally supportive of the collaboration between the city and county to address public safety and alternatives to incarceration. The council voted to approve the lease and purchase agreement and authorized execution by the mayor.
