The council opened a public hearing and reviewed the engineer's report for the proposed Sanitary Sewer Maintenance District (SSMD) 125 for Salt Creek Heights Subdivision Phase 4. Staff explained the district's purpose, the assessments proposed for FY 2026-27 and the legal basis under the Improvement Act of 1911.
The clerk reported one ballot returned in favor of formation; staff explained that the developer currently owns all 70 parcels and the required ballots for formation were adequate to proceed. Council moved to adopt the resolution confirming the election results, approving the assessments and ordering formation of SSMD 125 for FY 2026-27.
Council members asked clarifying questions about ownership of parcels and the practical need for the district to allow efficient sewer service to the area; staff noted the assessment will be passed on to purchasers as lots sell.
