Commissioners discussed utility constraints with Ohio Edison; Yost said the utility delays and upgrades have increased carrying costs. Commissioners agreed the issue merits outreach to state representatives and the Public Utilities Commission of Ohio. The commission's approval follows an earlier reapproval of the project’s preliminary plan, which the board also reapproved at the meeting as a formality before the final‑plat vote.
