Parks board prioritizes Winnicoff/Winning Cough corridor, tables blue segment of trails plan

The Parks and Open Space Board spent the second half of the meeting focusing on the city's trails master plan and agreed to prioritize lower-cost segments that maximize connectivity.
A staff member reviewed an existing funded loop in the master plan and two candidate expansion phases. He said the red segment has legal easements in place and would be the easiest near-term build, while the blue segment would need detailed surveying, possible land acquisition and mitigation of drainage and floodplain impediments. The staff member noted funding opportunities: "There's certainly grants through the Texas Parks and Wildlife and through Collin County," he said, citing the Collin County parks bond fund that helped pay for the purple segment already funded.
Board members recommended tabling the blue route for now, extending Winnicoff/Winning Cough to Forest View and pursuing a short connector to Hart Elementary and Huntwick to create safer pedestrian access and make the project more competitive for 'safe routes to school' and similar grant programs. Staff will continue design work and pursue applicable grants for the prioritized corridor.
