Council OKs revocable license for new parking pad and guardrail at 10 Eucalyptus Road

Staff presented a revocable-license application for 10 Eucalyptus Road to allow a new concrete parking pad (8 feet by 18 feet), a 42-inch guardrail at street level and a three-foot retaining wall below street level that extend about 4 feet 3 inches into private property because a 1966 dedication places a strip of the city right-of-way on the property.
Staff recommended the council make the findings for a revocable license, saying the three off-street spaces would relieve neighborhood parking congestion and the guardrail would enhance public safety by adding a barrier between the roadway and a sloping hillside. "Staff recommends that the findings for the revocable license can be made as the project benefits the public," a staff presenter told the council.
After brief council questions about parking for an associated ADU and no public comment, a council member moved to approve the license and a second followed; the council adopted the motion by voice vote.
The council asked staff to note the recorded condition of the existing driveway and vegetation and to ensure any required permits and construction protections are enforced during work in the right-of-way. No appeals were raised during the meeting and the motion carried.
