Plevna revises utility deposit policy on account closure and past-due balances

The Town Clerk reported Jan. 13 that the Utility Account application will be updated to reflect rate changes adopted earlier and to clarify how deposits are handled when accounts close or go past due. The minutes state: "A utility deposit will be returned to the customer when the account has been closed and if the account was never past due. When an account becomes past due, any deposit amount remaining should be applied to bring the account current."
Council accepted the proposed update and asked the clerk to make the administrative changes to the application. The council did not vote on a policy ordinance; the change is administrative pending updated application materials.
The clarification affects customers who close accounts and accounts that become past due; clerks noted there will be no winter shut-offs for past-due accounts during the winter season.
