Commissioner and staff flag Parker Water inclusion and drought concerns during Bloom service-plan review

During the Bloom Metropolitan District service-plan hearing, commissioners asked staff to clarify Parker Water’s June 25 letter on whether water service would be available. Planner DJ Beckwith and staffer Lauren Pulver said Parker Water will not provide service until the district is included in Parker Water’s service area and that Parker Water’s inclusion process and Board approval are separate from the county’s service-plan approval.
Beckwith explained that the Planning Commission voted 7–1 to recommend approval; the dissenting commissioner (Commissioner Hampton on the Planning Commission, per staff) opposed the recommendation because of water limitations and drought conditions at the time the will-serve letter was issued. Commissioners said they expect Parker Water and other providers to follow their own inclusion and review processes before the neighborhood proceeds.
Commissioners framed the water issue as a separate but important consideration — they approved the service plan under Title 32 while acknowledging that actual provision of water depends on Parker Water’s inclusion decision.
