The joint drainage board set a public hearing for Sept. 15 at 9:00 a.m. to consider an engineering report on Joint Drainage District 35‑89, lateral 12. The Chair moved to place the hearing on the agenda; the motion received a recorded second and members voted in favor.
An engineering consultant presenting the report said the waterway, constructed in 1955 and roughly five miles long, has stretches that have silted and tilted by up to 1.5 feet and that about 9,000 feet — roughly one‑third of the waterway — would need regrading to restore the original profile. "We're estimating $100,000 for those repairs," the presenter said, adding that restoring the channel to its original condition still would not produce what the presenter described as "adequate drainage." The presenter warned that meeting modern drainage coefficients by replacing the waterway with tile would require an impractically large pipe: "to get 0.5 inch drainage coefficient, we would need a 78 inch diameter tile to start," the presenter said.
Terry, who identified himself as a representative from Winnebago County, asked about cover on existing tile and whether cleaning would yield adequate cover. The presenter said prior work in 2017 ran into cover issues and that the current plan is to restore the waterway to its original depth rather than deepen it beyond the 1955 profile.
The board discussed jurisdictional boundaries; the presenter noted most affected land is in Winnebago County, though participants recalled parts of the district cross the county line. The hearing will be joint with the neighboring county; the motion on the record scheduled the hearing for Sept. 15 at 9:00 a.m., with the meeting recording a second "by Kyle Decker" as stated during the motion and the vote recorded as 'aye.' The hearing will allow landowners, the board and engineers to discuss cost, crop‑damage risk from construction timing and whether to pursue repairs or alternative approaches.
