LCAP mid‑year update: staff say vacancies and restricted funds should keep Goal One on budget

At the Feb. 19 meeting, Executive Director Minette Manio presented the San Mateo County Office of Education’s Local Control and Accountability Plan (LCAP) mid‑year budget update and answered Board questions about spending and revenue sources.
Board Member Susan Alvaro asked whether spending roughly half of the Goal One allocation would keep the budget on track. Manio and Associate Superintendent Kris Shouse said at least one staffing position was vacated and not filled, program managers are covering duties, and restricted lottery funds are being used for curriculum adoptions — all of which the presenters said should prevent budget overruns. Deputy Superintendent Kevin Bultema added that potential federal budget cuts would not likely impact SMCOE programs until the 2026‑2027 fiscal year and that Title I and other federal titles were currently stable.
The discussion framed the mid‑year outlook as conservative: administrators planned for a worst‑case scenario while noting one‑time funds or other budget areas could be reprioritized if needed. No formal vote was required for the presentation, which served as an informational update to the Board.
