"Every one of those amendments with the exception of the building official are one‑time dollars," finance director Debbie Moore told the council when asked whether the changes represented recurring obligations. Council members asked follow‑up questions about which items were capital or ongoing; Moore said most amendments are one‑time and that the building official hire includes a small one‑time equipment allocation in addition to salary.
The ordinance was opened for public comment and then placed on the table for a formal motion; council then voted to adopt the ordinance and the related summary for publication.
