Paulsboro council adopts several land-sale and redevelopment ordinances; affordable housing ordinance tabled

The council advanced and adopted a package of local ordinances addressing municipal lands and redevelopment. On second reading the council adopted O.25.07 (exchange of municipal lands involving Block 90 Lot 17 and Block 1.10 Lot 11), O.25.08 (redevelopment plan for Block 132 Lot 8), O.25.09 (sales of 701 Billings Avenue and 1544 Paul Avenue), and O.25.10 (amendment to Chapter 61 requiring resurfacing of streets opened for sewer connections). The council also approved O.25.11 authorizing private lease of portions of port property to CleanCapital DevCo LLC for solar development.
Separately, the solicitor asked the council to table O.25.05, an ordinance creating Chapter 12 'Affordable Housing' and establishing rules to administer affordable housing programs; the council unanimously agreed to table that ordinance for further consideration. Financial offers for several lots were recorded in the minutes (e.g., offers of $18,000 for specified lots and $15,000 for Hoffman & Delaware Street parcel; 701 Billings Avenue listed at $10,000 and 1544 Paul Avenue at $5,000). The minutes show votes recorded for each ordinance adoption.
