Geneva County commissioners on July 14 voted 3-0 to accept the apparent low bid from GenCon for the new county multi-purpose arena and authorized the chairman to sign the Notice of Award. Commissioner Weston Spivey moved to approve the bid "with no changes," subject to receipt of the bid division breakdown from architect JMR+H; Commissioner Jeff Hatcher seconded and the motion passed unanimously.
During the procurement discussion, Commissioner Spivey questioned a paint line estimated at $150,000, saying it was unnecessary for a shelter-type building and that factory-coated metal panels would likely eliminate the need for field painting. County Attorney Phil Eldridge cautioned that bid specifications cannot be altered without readvertising and that any change order must be recommended by the architect and follow legal guidelines.
