The City Council approved first readings of the Comprehensive Plan Part 2 and associated implementing regulations on Nov. 17 after Planning Director Meredith Penny highlighted corrections and changes from the prior draft. The Planning Advisory Board had recommended other changes but did not support rezoning Edgecliff Drive.
Public comment during the meeting showed mixed views: Rose Hughes urged attention to inclusionary zoning and regulatory processes, while Damon Arndt opposed rezoning Edgecliff Drive; several others spoke in favor. Councilmember Rhonda Salerno moved to rezone a last area on Edgecliff Drive to RS15000 to protect wetlands and geohazard-prone areas; Councilmember Craig Cyr successfully moved to postpone that rezoning to the next meeting and the postponement passed 3-1. Separately, council approved increasing the on-site affordable-unit minimum from 10% to 15% for projects of six or more units.
