State Route 83 roundabout bids come in higher than estimate; council approves larger budget

City Engineer reported that bids for the State Route 83 roundabout came in substantially above the engineer's estimate and asked council to increase the project budget and allow a rebid.
"The engineer's estimate at $2,020,000," the engineer said, "and unfortunately the lowest bid came in at $2,630,000," leaving total project cost projections of about $3,250,000 after contingency, landscaping, proprietary lighting and inspection costs were added. The engineer said some bid line items averaged about 35% over estimate and flagged trucking, domestic steel requirements and unexpectedly high MOT line-item pricing for further review.
Council discussed whether additional ODOT safety funding might be available after rebid and whether the city should budget the full amount this year and seek reimbursement later. The finance director explained that in order to award a bid full funding has to be appropriated first; if additional safety funds are secured later, the city could be reimbursed.
After discussion the council dispensed with the third reading and adopted Ordinance 2026-74 with an emergency clause so the project can be rebid and advanced; council recorded a unanimous vote to adopt.
