Langley adopts 2026 budget after amendment to cut COLA and stipends fails

The Langley City Council adopted the 2026 budget on Nov. 17 after rejecting an amendment that would have reduced the staff cost-of-living allowance (COLA) to 1.7% and eliminated stipends for councilmembers. Councilmember Chris Carlson moved to adopt the budget; Councilmember Rhonda Salerno moved the amendment (seconded by Gail Fleming), which failed 0-4.
The Mayor opposed the amendment, saying she did not support reducing staff raises while seeking a larger salary for herself later, and indicated she would consider a larger salary when the city's finances improved. Earlier in the meeting staff reported a correction to the 2025 budget that revised the estimated general fund balance from $8,612 to $207,669.
