Council debates shelter and transitional-housing priorities as Fishline and Gambit describe local gaps

Councilmembers and community partners framed immediate shelter needs as a top priority during the affordable-housing workshop. "We need a shelter," one councilmember said, pressing staff to pursue winter or year-round shelter options and to explore county partnerships. Several members emphasized that a small-scale or faith-community–hosted model could be appropriate while larger congregate shelters are debated.
Tom Pham of Gambit Recovery, which operates Nelson House recovery housing, described the program’s outcomes and local benefits: "Since opening the Nelson House, we've only had 2 evictions, from opening our doors, based on substance... A high majority have completed their 90 days," he said, stressing wraparound services and community support as part of the project’s success. Charlie Thompson, executive director of Fishline, told the council that Fishline can operate expanded rental-assistance programs if funding is directed to the effort and underlined shifting demand toward families with children and younger clients.
Councilmembers asked staff to include shelter and transitional-housing priorities when drafting the proposed NOFO and to pursue regional collaboration so costs and operations would be shared beyond Poulsbo. No formal budget decisions or interlocal agreements were adopted during the workshop; the presentation and public comment were intended to shape staff recommendations for council action.
