Stadium authority seeks unlocking of $49.5M for preconstruction planning; HCDA backs combined bill

"What we do need is access to the $49,500,000 in pre-construction planning in that special fund," Yedow said, and he asked the committee to formalize HCDA's role in the district.
HCDA testified it supports the bills and recommended moving a list of desired district features (parks, arts, museums) into aspirational guidelines rather than statutory requirements to avoid implementation burdens. Committee members asked about public cost, ticket pricing and local benefits; the Stadium Authority said pricing strategies will consider accessibility for University of Hawaii events and public uses while noting most projects of this scale rely on public-private partnerships.
The committee recorded votes on SB 2599 and moved it forward with committee amendments; some members registered reservations and a no vote was recorded on the record for district funding philosophy.
