The committee considered SB 2001 SD1, a bill creating a Banyan Drive / Maka'oku Community Development District under the Hawai‘i Community Development Authority (HCDA). HCDA representatives said advisory committees under Chapter 206E provide ongoing input, improve decisions and reduce risk.
Terry Napiahi and other lineal descendants asked the committee to include a lineal descendant as a voting member on the district board. On the record, Napiahi said she would support the bill if it were amended to align with HB 2616 as originally drafted, which included lineal descendant language. The chair proposed language to make one of the two community members a voting lineal descendant and the other a resident of the area; the committee adopted the chair's recommendation and recorded an aye vote on the recommendation to pass with amendments.
HCDA's executive testified that Banyan Drive planning is at an intensive stage, that a community advisory committee is part of preparing a master plan, and that a lineal descendant could be accommodated without expanding the general authority board. Committee members discussed whether a lineal descendant on the local board should also sit on HCDA’s larger general authority; HCDA said that a local lineal descendant could serve on the Banyan Drive committee without expanding the general authority board.
The committee adopted the chair's amendment and passed the measure out of committee with the change recorded in the session transcript.
