Chair (speaker 1) told the room that, because of time constraints, the committees would proceed directly to decision making and adopt a narrowed recommendation. "This will apply to Hawaii County for the time being," the chair said, announcing an amendment described on the record as limiting application to counties with a population "between 200,300." Committee clerks then recorded the recommendation to pass with amendments and members voted to adopt the chair's recommendation.
The change prompted some members to register reservations about limiting the bill's geographic scope. Representative (speaker 45) said she was "a little disappointed with the limitation" and would vote with reservations, noting testimony had come from other places. Other members spoke in favor of advancing the bill in amended form to allow further deliberation.
The committee's action is procedural: it advances the bill with committee recommendations and does not by itself enact a statutory prohibition. The bill's next steps and any further amendments or votes will determine whether a statewide ban or a different approach is adopted.
