Board may limit five-minute public-comment slot; testimony capped at two minutes

Chair Harrington told the board the public-hearing process would allow two minutes for each individual testifier and that, given the full afternoon agenda, the clerk and chair will check sign-ups before deciding whether to keep a second five-minute public-comment block. "Folks will have 2 minutes, an individual," Harrington said, and added that she may ask the board to eliminate the five-minute session if timing does not permit everyone to be heard.
The chair said she and the clerk will confirm sign-ups immediately before the meeting and that the business meeting must finish by 12:15; board members asked clarifying questions about how many people had signed up and what the protocol would be if time runs short. The work session did not adopt any changes; the chair said she would make a final call at the outset of the business meeting.
